Gaza probably will be even harder to subjugate with artillery than Grozny was even if you care not a wit about civilian casualties (and in the real world, Israel will have to care because, like the US in Vietnam, the IDF is filled with people from a liberal society who do not like to be a participant in war crimes) because Hamas has built a warren of tunnels under Gaza.
Lots of people in Gaza didn't make this choice though. There are two million people there. A small fraction are Hamas.
He's talking big because he doesn't live there and doesn't have to deal with any consequences.
